Phase I & II Environmental Site Assessments (ESAs)
Eco Advisors performs Phase I and Phase II Environmental Site Assessments in accordance with ASTM International standards and protocols. Our Florida-licensed professional engineers and scientists conduct investigations; transaction screens and media sampling; and Phase III remediation and documentation, if necessary.
We work with our clients and regulatory agencies to develop remediation plans to clean up and rehabilitate sites with the least amount of disruption to your project.
Transaction Screen: ASTM (E1528-06)
A transaction screen is performed in order to identify potential environmental conditions associated with a site. It is intended to satisfy the minimum requirements for an innocent landowner defense. Additional investigation (Phase I or II) may be required.
Phase I ESA: ASTM (E1527-05)
A Phase I ESA will satisfy, “all appropriate inquiry,” into previous ownership and uses of the property. It will assess the environmental conditions with respect to the range of the contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
Phase II ESA: ASTM (E1903-11)
A Phase II ESA is intended for use on a voluntary basis by parties who wish to evaluate known contaminant releases or likely release areas identified in the Phase I ESA. Actual physical testing of soil, groundwater, stormwater, and/or building materials is generally included.
Real Estate Transaction Environmental Site Assessments
Eco Advisors assesses properties for prospective buyers and existing owners to determine environmental concerns. This service is comparable to a Phase I site assessment.

Eco Advisors’ environmental engineers use site assessment data to develop remedial designs to fit your project-specific requirements. Costs of remediation are weighed with ease of operation, disruption of operations, cost of construction, and cost of maintenance. We work with appropriate regulatory agencies and develop a design that meets both your needs and pertinent regulatory requirements.
Regulatory and External Affairs
Eco Advisors provides consulting services to resolve disputes with environmental regulatory agencies. We provide both the scientific expertise necessary to effectively resolve these matters as well as assistance in public relations pertaining to the environmental issue, presenting technical issues in layman’s terms for public understanding.
Spill Prevention Plans (SPCC)
Eco Advisors staff uses our thorough understanding of the EPA’s SPCC program’s present and future requirements to evaluate the need for an SPCC plan, cost-effectively prepare plans for multiple facilities, and provide necessary updates.
Hazardous Waste Management
Eco Advisors offers comprehensive hazardous waste management services. These include sampling to characterize waste, scheduling pickups to ensure compliance with storage regulations, manifesting, and additional recordkeeping. We review the processes that generate hazardous waste to develop plans to minimize waste generation and reduce the cost of compliance. Eco Advisors ensures compliance with the Resource Conservation and Recovery Act, Clean Water Act, Superfund Act, and 40 CFR (Code of Federal Register).
